Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Illiana Health Care System is requesting ****REDACTED*** Draeger Apollo 4 Anasthesia machines with the related accessories for proper patient care and safe anasthesia procedures. The Draeger machines being requested are compatible with the majority of the machines on the premises, and provide more updated safety and accuracy features than the machines currently being used. The quoted amount for all 3 machines with accessories is *****REDACTED****, though FSS/GSA pricing may apply. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Apollo model has the ventilation technology to support patients of any age and acuity. Veterans often have complicated health conditions that are undiagnosed, such as sleep apnea. Draeger machines have safety features that help prevent lung injuries during mechanical ventilation. The Draeger machines are described as more user friendly. They perform more comprehensive self-safety checks when compared to other machines. The Danville Illiana Health Care System already owns two Draeger machines in their endoscopy suite. In addition, they already have all the disposable accessories required. Drager isn t giving a trade in discount, but, per government Accounts rep Jim Meier, the Draeger machines are available on FSS and the pricing would be better than on the ECAT system. 4. Description of market research conducted and results or statement why it was not conducted: A VIP Search was conducted using the keywords and variations of keywords as follows: Anesthesia Machine , Draeger Anesthesia Machine , and Draeger Apollo 4 . These searches yielded between 268 and 465 results. The VIP searches of the NAICS (339112) and PSC (6515) returned between 42 and 48 results. A search of Vetcert produced 615 results. Upon communicating via email with Draeger Representative Jim Meier, he stated that there are only 2 authorized dealers of Draeger products. He elaborated that they are both SDVOSB s. Those two companies are Sierra 7 and Janz. Both companies are certified on VetCert. The Government does not have a reasonable expectation of receiving at least three quotes from small businesses on GSA s e-Buy system IAW FAR 8.405- 1(c)(1) and 8.405-5, but it does have a reasonable expectation of receiving at least two quotes from small businesses on the open market and consistent with 13 CFR 121.406(c) for the non-applicability of the Nonmanufacturer Rule; therefore, the Government will submit an open market RFQ with a small business set-aside IAW FAR 13.106-1.
