Background
The solicitation is for Pharmaceutical Repackaging and Distribution Services issued by the Department of Veterans Affairs. The contract involves repackaging, warehousing, and distributing pharmaceuticals to VA facilities nationwide, including locations in Puerto Rico, American Samoa, the Virgin Islands, Guam, and the Philippines.

Work Details
The contractor is required to provide pharmaceutical repackaging, warehousing, and distribution services for both controlled and non-controlled pharmaceuticals. Specific requirements include FDA approval for repackaging oral solid pharmaceuticals, certification with the Drug Enforcement Agency (DEA) for class III, IV, and V controlled substances, compliance with FDA and DEA regulations and standards, submission of product information to First Databank and Medi-span, compliance with Drug Supply Chain Security Act (DSCSA), and a minimum of two years past experience as a pharmaceutical repackager. The contract also specifies detailed requirements for pharmaceutical bottles, caps, labels, and packaging.

The offeror must submit a business proposal including Standard Form 1449 and supplemental written non-price information as well as a technical proposal with operational capability details, management plan, and certifications.

Period of Performance
The contract period includes a base year and four option years.
