Description

FACTOR 1 Price: Pricing shall contain the following: Price/Cost Schedule shall be submitted fully completed. Price Schedule shall contain prices for the established Contract Line Item Numbers (CLINs) set forth in the section to include prices for the Period of Performance. FACTOR 2 - Technical Evaluation: Administrative documents shall contain the following: Standard Form (SF) 1449 shall be submitted fully completed. The SF 1449 must contain an original signature in Block 30(a) of the form. The contractor shall acknowledge all amendments to the solicitation that may be issued. FACTOR 3 Credit for SDVOSB/VOSB Status a. At the time of submission of quote, the Quoter must represent to the contracting officer that it is a i. SDVOSB/VOSB concern ii. Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and iii. Verified for eligibility in the VetCert database (https://veterans.certify.sba.gov/#home). FACTOR 4 Past Performance: The offeror will provide at a minimum one past performance of similar scope or complexity.
Background
The Department of Veterans Affairs is issuing a contract for the provision of Non-Positron Emission Tomography (PET) Radiopharmaceuticals for the Palo Alto Healthcare System. The goal of this contract is to supply radiopharmaceuticals used as diagnostic tools and treatments for various medical conditions, including organ function evaluation and treatment of diseases such as Hyperthyroidism and Thyroid cancer.

The performance period spans from FY 2025 through FY 2030.

Work Details
The contractor shall provide prepared single unit doses of radiopharmaceuticals and associated materials to the VAPAHCS as ordered. Deliverables include:
- Low Enriched Uranium Technetium when possible.
- Daily orders placed Monday through Friday for next business day delivery.
- Two daily routine deliveries at no charge due to patient care requirements.
- Additional orders must arrive within specified time frames: 60 minutes for same-day delivery during business hours, and 120 minutes for after-hours requests.

1. Tl-201 Chloride UD (10 mCi)
2. Ga-67 (20 mCi)
3. I-123 Sodium Iodide Capsules (100 uCi, 30 units)
4. In-111 Pentetreotide UD (1 unit)
5. Tc99m DTPA ~50 mCi Pulmonary (60 units)
6. Tc99m MAA for Lung Perfusion (60 units)
7. Tc99m MDP (150 units)
8. Tc99m Sestamibi-Generic UD (20 units)

Period of Performance
Base year: April 1, 2025 through March 31, 2026; with four option/ordering periods extending through March 31, 2030.

Deliveries will be made to Building 100, Room E1-340 located within the Nuclear Medicine Department at VAPAHCS, 3801 Miranda Ave., Palo Alto, CA 94304.
