Background
The Department of Veterans Affairs (VA) is seeking to establish a supply source for Loperamide Hydrochloride (HCL) 2mg Capsules through its Pharmaceutical Prime Vendor (PPV) Program. This contract aims to ensure the availability and consistency of pharmaceutical products for nationwide usage, while obtaining volume-based pricing. The contract will facilitate the distribution of these products through the VA and Department of Defense (DoD) PPV Programs, which are separate contracts that set fees for pharmaceutical distribution.

The contract includes the following items:

1. **Loperamide HCL 2mg Capsules**
- **Base Year Quantity**: 18,690 Bottles
- **Option Year One Quantity**: 18,690 Bottles
- **Option Year Two Quantity**: 18,690 Bottles
- **Option Year Three Quantity**: 18,690 Bottles
- **Option Year Four Quantity**: 18,690 Bottles

2. **Loperamide HCL 2mg Capsules (500 Tablets per Bottle)**
- **Base Year Quantity**: 47,289 Bottles
- **Option Year One Quantity**: 47,289 Bottles
- **Option Year Two Quantity**: 47,289 Bottles
- **Option Year Three Quantity**: 47,289 Bottles
- **Option Year Four Quantity**: 47,289 Bottles

Offerors must submit prices for both line items for the base year and all four option years. Prices must include a Cost Recovery Fee of 0.5%. Each offered drug must have a unique National Drug Code (NDC) number associated with the offeror's company.

Period of Performance
The contract will be effective upon signing and notification of award by the VA. The implementation period will last up to 60 days post-award, leading into an ordering period that includes a base year and four option years.

Place of Performance
Products will be delivered to various Department of Veterans Affairs facilities and other authorized users under the DoD Pharmaceutical Prime Vendor Program.
