Background
The Department of Veterans Affairs (VA) and the Department of Defense (DoD) acquire pharmaceutical requirements through their respective Pharmaceutical Prime Vendor (PPV) Programs. This solicitation aims to establish a supply source for drugs listed in the schedule for purchase through the PPV Programs. The contract will ensure availability and consistency of products for nationwide usage and obtain volume-based, committed-use pricing.

Work Details
The solicitation is for Lidocaine 5% Ointment, Topical, 35.44 Grams, Tube (Boxed). Offerors must submit a price for the base year and all four one-year options for line item 1. Prices offered shall not exceed two decimal places and must include a Cost Recovery Fee of 0.5%. Offerors must list an 11-digit NDC number for each offered drug that is unique to the offeror's company. The contract will be effective on the date of signing the SF-1449 and will have an Implementation Period and Ordering Period.

Period of Performance
The Implementation Period will be a maximum of 60 days if awarded after December 27, 2022, or shorter if mutually agreed upon. The base year Ordering Period will be in effect for one year.

Place of Performance
Products will be ordered by VA through Government Prime Vendor contracts, with delivery to multiple destinations or performance at multiple locations as determined between the awarded contractor(s) and Government Prime Vendor contractors.
