Background
The Department of Veterans Affairs (VA) is seeking to establish a supply source for pharmaceutical products through its Pharmaceutical Prime Vendor (PPV) Programs. The goal of this contract is to ensure the availability and consistency of essential drugs for nationwide usage while obtaining volume-based, committed-use pricing.

This solicitation aims to provide drugs listed in the schedule for purchase through the PPV Programs, which include various federal health care facilities.

Work Details
The contract involves supplying various insulin products categorized into three groups with specific line items and quantities as follows:

**Group 1:**
- **Line Item 1:** HUMAN 70/30 PEN - 39,444 Disposable Pens (5x3ML) for each option year.
- **Line Item 2:** HUMAN 70/30 VIAL - 252,319 Vials (10ML) for each option year.
- **Line Item 3:** HUMAN N PEN - 43,191 Disposable Pens (5x3ML) for each option year.
- **Line Item 4:** HUMAN N VIAL - 246,862 Vials (10ML) for each option year.
- **Line Item 5:** HUMAN R VIAL - 128,569 Vials (10ML) for each option year.
- **Line Item 6:** SHORT ACTING/INTERMEDIATE ANALOG MIX PEN - 532,944 Disposable Pens (5x3ML) for each option year.
- **Line Item 7:** SHORT ACTING/INTERMEDIATE ANALOG MIX VIAL - 205,539 Vials (10ML) for each option year.

**Group 2:**
- **Line Item 1:** RAPID ACTING ANALOG PEN - 1,372,854 Disposable Pens (5x3ML) for each option year.
- **Line Item 2:** RAPID ACTING ANALOG VIAL - 1,253,288 Vials (10ML) for each option year.

**Group 3:**
- **Line Item 1:** LONG ACTING PEN (100 UNITS/ML) - 1,875,294 Disposable Pens (5x3ML) for each option year.
- **Line Item 2:** LONG ACTING VIAL (100 UNITS/ML) - 1,723,433 Vials (10ML) for each option year.

All offered prices must include a Cost Recovery Fee of 0.5% and must be provided with unique National Drug Code (NDC) numbers specific to the offeror's company.

Period of Performance
The contract will be effective upon signing and notification of award. The implementation period will last up to a maximum of 60 days following the contract award date.

Place of Performance
Products will be delivered to various Department of Veterans Affairs facilities and other authorized users under the Department of Defense Pharmaceutical Prime Vendor Program.
