Background
The solicitation is issued by the Department of Veterans Affairs (VA) and the Department of Defense (DOD) for the acquisition of pharmaceutical products through their respective Pharmaceutical Prime Vendor (PPV) Programs. The purpose is to establish a supply source that will provide drugs listed in the schedule for purchase through the PPV Programs. The contract aims to ensure availability and consistency of products for nationwide usage and to obtain volume-based, committed-use pricing.

Work Details
The contract requires the supply of Fluoxetine HCL Capsules in various strengths and quantities over a base year and four option years. Offerors must submit prices for all line items offered, inclusive of the base year and all option years. Prices offered shall not exceed two decimal places.
Offered prices must include a 0.50% Cost Recovery Fee as outlined in the Scope of Contract. Offerors must list an 11-digit National Drug Code (NDC) Number unique to the offeror for each offered drug. The solicitation also includes provisions related to administrative proceedings, unique entity identifier, and requirements for dealers and suppliers.

Period of Performance
The contract effective date will be determined at the time of contract award. The implementation period will be a maximum of 60 days if awarded after October 10, 2022, or as mutually agreed if awarded earlier. The base year Ordering Period will be in effect for one year from the expiration of the Implementation Period.

Place of Performance
The delivery orders will be placed by Government Prime Vendor contractors to the awarded contractor(s), with delivery to multiple destinations or performance at multiple locations as determined between the awarded contractor(s) and Government Prime Vendor contractors.
