Background
The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22 Southern California Healthcare Centers (SoCal sites) is establishing a single award Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract for Human Blood Products and Related Services. The contract may be extended to a multiple award IDIQ if it’s in the best interest to do so. The IDIQ shall be for a five-year base period and will be reviewed annually to ensure the IDIQ terms are met, and to assess current market conditions and determine price reasonableness. The following VISN 22 SoCal sites are included in this IDIQ: Greater Los Angeles Healthcare System, Loma Linda Healthcare System, San Diego Healthcare System, and Long Beach Healthcare System.

Work Details
The contractor is required to provide blood components and blood-related reference laboratory services to the specified VA sites. The products and services must meet specific certifications/licenses including AABB Accreditation, FDA Licensing and Registration, DHHS Compliance, and CLIA Licensing. The blood products must be collected by the closed system under aseptic conditions, processed in appropriate solutions, labeled according to ISBT 128 labeling standard, and free of hemolysis, clots, and excessive chyle. The contract includes a minimum guaranteed amount of $1,000.00 and a maximum aggregate value/ceiling of $45,000,000.00. The IDIQ contract shall not exceed a total duration of 78 months from the effective date of the IDIQ.
