Background
The Department of Veterans Affairs (VA) is seeking to establish a supply source for Albuterol HFA Inhalers with Dose Counters through the Pharmaceutical Prime Vendor Program (PPV). The purpose of this solicitation is to ensure availability and consistency of the product for nationwide usage and to obtain volume-based, committed-use pricing. The PPV Program is a separate contract that establishes the fees for the distribution of pharmaceutical products on Federal Government contracts. The resulting contract will establish the VA National Contract prices for the products distributed through the PPV Program. The contractor will receive payments from the PPV program instead of directly from VA. The contract will cover all Department of Veterans Affairs facilities, Indian Health Service facilities, Bureau of Prisons facilities, Captain James A. Lovell Federal Health Care Center, and all Option 2 State Veteran Homes.

Work Details
The solicitation requires offerors to submit a price for Albuterol HFA Inhalers with Dose Counters for the base year and all four one-year options. Offered prices must not exceed two decimal places and should include a 0.5% Cost Recovery Fee as outlined in the Scope of Contract. Offerors must list an 11-digit National Drug Code (NDC) number for each offered drug that is unique to their company. The quantities required are specified in the schedule, with one award to be made in the aggregate for all line items for the base year and four option years.
