36C25018Q9516 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Waived PT-INR Testing Dayton The Department of Veterans Affairs, Dayton Department of Veteran Affairs Medical Center (DAY VAMC), 4100 West Third Street, Dayton, OH 45428 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(i), Soliciting from a single source. The NAICS code is 334516 with a small business size standard of 1,000. The VA intends to solicit and negotiate with Roche Diagnostics, 9115 Hague Road, Indianapolis, IN 46256 for Waived PT-INR testing. This contract will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract with a base year and four (4) option years if applicable. Prothrombin time (PT) is a blood test that measures how long it takes blood to clot. A prothrombin time test can be used to check for bleeding problems. PT is also used to check whether medicine to prevent blood clots is working. A PT test may also be called an INR test. Roche Diagnostics is the only vendor with the waived system and connectivity availability. Other persons may identify their interest to respond to this requirement by Friday, July 27, 2018 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
