PRE-SOLICITATION NOTICE OF TIERED EVALUATIONS This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This pre-solicitation is being issued to inform all that this will be a tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. SUBJECT: VISN-WIDE ORTHOTIC APPLIANCES AND RELATED SERVICES FOR THE VA CAPITOL HEALTHCARE NETWORK (VISN 5) This Pre-Solicitation Notice is issued solely for informational and planning purposes. It does not constitute a Request for Proposal (RFP) nor is it a promise to issue an RFP in the future. Not responding to this Pre-Solicitation Notice does not preclude participation in any future RFP; no response to this Pre-Solicitation Notice is required. Any responses received to this Pre- Solicitation Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Description The U.S. Department of Veterans Affairs (VA), Regional Procurement Office East (RPOE), VA Capitol Heath Care Network (VISN 5) is seeking to acquire Orthotic Appliances and Related Services to support the Veterans in need. It is the VA s intent to issue a Multiple Award Blanket Purchase Agreement (BPA) with a period of performance of five years on a competitive basis within a VA Medical Center s jurisdiction under the authority of Title 38 U.S.C. Section 8123. The range of services shall encompass Healthcare Common Procedure Coding System (HCPCS) Codes: L0100-L4999; A4466; A5500-A5513; and A6501-A6549. Any items that do not have an established HCPCS Code but are considered commercial prosthetic item(s) intended for this HCPCS series, will be incorporated into the resulting contract(s) and rates for these items negotiated by way of a bilateral modification. The Contractor shall be required to provide all supplies and services in accordance with the Statement of Work. The Contractor shall provide all but not limited to labor, supplies, equipment, maintenance, information technology, and supervision to provide Orthotic Appliances and Related Services. The solicitation will only include commercial items. The Contractor shall be ABC/BOC certified and the Contractor facilities must be within 50 miles to the closest VA.
