The purpose of this amendment is to incorporate an SF30 Commercial Solicitation Amendment document to revise FAR clause 52.212-2 EVALUATION -- COMMERCIAL ITEMS to include additional guidance for proposing qualified replacement parts as a substitute for discontinued or obsolete parts. Additionally, the offerors' questions and responses posted via amendment 0001 have been incorporated into this document. Offerors are reminded to thoroughly read the Instructions to Offerors section and FAR clause 52.212-2 EVALUATION -- COMMERCIAL ITEMS. The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) to established multiple award Blanket Purchase Agreements (BPAs) for brand name medical equipment repair and replacement parts. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Proposals (RFP) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27.
This is an unrestricted competition. The North American Industry Classification System (NAICS) code for this requirement is 339112.
DESCRIPTION: USAMMA has recurring requirements for new (not used or refurbished) brand name medical equipment repair and replacement parts. Medical equipment used by deployed forces in Iraq and Afghanistan is returned to one of USAMMA's CONUS or OCONUS depots for repair, refurbishment or replacement when the repair exceeds the deployed unit's maintenance capability. With very few exceptions, medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce or sell authorized parts. There is also a copy of a redacted justification and approval for other than full and open competition attached below. The Government intends to award multiple BPAs to fulfill the reoccurring need for brand name only medical equipment repair and replacement parts. Additionally, USAMRAA reserves the right to utilize the resultant BPAs for the Department of Defense medical community. Proposals will be evaluated on the basis of lowest price technically acceptable.
Delivery will be FOB Destination however, the Government will consider delivery order quotes supplied as FOB Origin (Pre-pay and Add) if the contractor is unable to provide the items FOB Destination such as shipment to OCONUS locations. Receiving points will include Tobyhanna, Pennsylvania; Tracy, California; Hill Air Force Base, Utah; (USAMMC-E) Pirmasens, Germany; (USAMMC-SWA) in Southwest Asia; and (USAMMC-K) in Korea. However, the Government may add additional receiving points.
No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/.
