Background
The Government requires the replacement of existing carpet with new commercial-grade vinyl flooring in the Civilian Personnel Office located at 655 Vickers Avenue, Building 1105, Joint Base Pearl Harbor-Hickam, HI 96853. This initiative aims to improve facility appearance, durability, maintainability, and cleanliness. The current carpeting is severely degraded and has exceeded its useful life, creating safety concerns due to trip hazards.

The work will occur inside an occupied Government facility, necessitating coordination with the Contracting Officer and designated Government representatives to minimize disruption to office operations. The project is operationally urgent due to critical safety concerns and must be expedited to mitigate risks of personnel injury.

Work Details
The contractor shall perform the following tasks: remove existing carpet; prepare the subfloor; install new commercial-grade vinyl flooring over an area of 2,500 square feet; conduct site cleanup; and fulfill associated closeout requirements. The contractor is responsible for providing all personnel, supervision, labor, materials, tools, equipment, transportation, disposal services, and any other items necessary for project completion. All work must adhere to applicable NFPA, OSHA, EPA regulations as well as federal and local standards.

The contractor must also protect existing Government property from damage during performance.

The project is estimated to take two weeks for active on-site work within a total performance period of 60 calendar days after contract award.
