Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220526R6025 for a 63-day dry cargo time charter.

Work Details
The contractor will provide U.S. or foreign flag, self-sustaining Roll-On/Roll-Off (RO/RO) vessels capable of transporting military cargo. Key requirements include:
1. Vessels must have a stern ramp door of at least 20 feet and be able to carry up to 200,000 square feet or 21,789.2 short tons of military cargo including helicopters, wheeled vehicles, tracked vehicles, and breakbulk.
2. A minimum laden speed of 15 knots is required.
3. The delivery location is Tacoma, WA, with redelivery at Port Hueneme, CA.
4. The charter period is approximately 63 days per vessel.
5. Laydays are set to commence on January 10, 2026, and cancel on January 14, 2026.
6. Special requirements include providing two supercargo per vessel for operational support and submitting a detailed stow plan that meets stability and trim requirements.
