Description

Background
The United States Air Force, specifically the 766th Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, Hawaii, is issuing this contract to secure certified technical services for the fire suppression and alarm systems at Building 310 on Wheeler Air Force Station.

The primary goal is to address compliance issues identified in a recent Fire Department assessment, which noted that inspection, testing, and maintenance (ITM) of the sprinkler system has not been performed since 2016, and the Fire Alarm Control Panel (FACP) is displaying a 'trouble' status. This contract aims to ensure that all fire protection systems are fully operational and compliant with relevant safety standards.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform troubleshooting, comprehensive inspection, maintenance, and certification of the fire suppression and FACP systems at Building 310.

Key tasks include:
1. Troubleshooting the FACP to diagnose the cause of the 'trouble' status and executing necessary repairs.
2. Performing comprehensive visual and mechanical inspections for Sprinkler ITM dating back to 2016, including mandatory annual tests per NFPA 25.
3. Verifying system integration with central FACP and base fire department notification systems during simulated trigger events.
4. Updating physical tags on the system to reflect current inspection dates and technician credentials.
5. Adhering to protocols for system impairments or outages during testing or repairs to prevent accidental emergency responses.

Place of Performance
Building 310 at Wheeler Air Force Station, Oahu, HI.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), possess necessary certifications for fire protection services, have relevant experience in fire suppression system maintenance and repair as outlined in DAFMAN 91-203 and UFC 3-601-02 standards.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on FA521524C0039, awarded to Media Plumbing & Heating for $71,673 (09/27/24–09/26/29). That prior work required inspection, testing, maintenance, and minor repairs of fire alarm control panels/detectors and automated fire sprinkler systems, which aligns closely with the current requirement to troubleshoot the FACP “trouble” condition and complete lapsed sprinkler and alarm ITM cycles for Building 310. The scope also reads like an extension of ongoing ITM/certification activities rather than a substantially different service line.

The objective of this contract is to secure certified technical services to troubleshoot the FACP, perform all lapsed ITM cycles, repair identified deficiencies, and fully recertify the system. All inspection, testing, maintenance, and repair of the fire suppression and detection systems shall be performed in strict accordance with DAFMAN 91-203, Chapter 6 (Fire Protection and Life Safety), and UFC 3-601-02 (Fire Protection Systems Inspection, Testing, and Maintenance).

The primary fire suppression and alarm systems for Building 310 at Wheeler Air Force Station are currently out of compliance. A recent Fire Department assessment identified that Sprinkler Inspection, Testing, and Maintenance (ITM) has not been accomplished since 2016, and the Fire Alarm Control Panel (FACP) ITM has lapsed and is actively displaying a "trouble" status.

Quotes are due by 8:00 AM HST September 24, 2026.
