Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220526R6083 for a 60-day tanker time charter.

The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements outlined in the solicitation. The MSC's mission includes providing sealift support to the U.S. Navy and other government agencies.

Work Details
The contractor will provide one clean, approved U.S. Jones Act compliant vessel, which can be an Articulated Tug and Barge (ATB), Integrated Tug and Barge (ITB), or Non-connected Tug and Barge.

The vessel must meet the following specifications:
- Capable of carrying a minimum of 150,000 barrels of clean product (JP5/F76/JAA).
- Must be a party to the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to offer submission.
- For vessels over 15 years old, provide a list of refineries and cargoes loaded in the last six months without known discrepancies.
- Must have segregated ballast tanks (SBT) and an inert gas system (IGS) or equivalent.
- Maximum Length Overall (LOA) of 201 meters, maximum Deadweight Tonnage (DWT) of 50,000 MT, maximum beam of 32.3 meters, and maximum manifold height above waterline of 13.00 meters while laden.
- Must maintain a Speed of Advance (SOA) of 9-10 knots in moderate weather while laden.
- Provide a stowage plan demonstrating ability to load specified cargo without exceeding a laden draft of 9.4 meters.
- Vessel must be clean and gas-free upon arrival at load port for internal tank inspection by a Certified Marine Chemist.
- Compliance with various safety and quality standards including providing Certificates of Quality for the last three cargoes loaded.

Period of Performance
The period of performance for this contract is approximately 60 days, commencing on May 27, 2026, and cancelling on May 29, 2026.

Place of Performance
The contract will be performed on the U.S. West Coast with delivery intentions at Selby, CA and redelivery intentions at Puget Sound, WA.
