Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220526R6059 for a 60-day tanker time charter. The MSC's mission involves providing strategic sealift capabilities to support U.S. military operations. This solicitation aims to secure vessel(s) that can meet specific transportation requirements outlined in the RFP.

Work Details
The contractor will provide clean, approved U.S. or foreign flag, double-hull tanker(s) capable of carrying a minimum of 235,000 barrels of clean product. Key requirements include:

1. Vessels must be part of the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to submission.

2. Vessels must have an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT).

3. Maximum Length Overall (LOA) must not exceed 204.80 meters and maximum Deadweight Tonnage (DWT) must not exceed 40,000 MT.

4. Vessels must maintain a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.

5. Owners/Offerors must provide various certifications including Safety Management Certificate and International Ship Security Certificate.

6. The vessel's cargo tanks must be compatible with the intended cargo and certified as gas-free prior to loading.

7. Monthly reporting on vessel status and compliance with MSC requirements is mandatory.

Period of Performance
The period of performance for the contract is approximately 60 days, commencing on one of two layday windows: either from March 20 to March 21, 2026, or from April 23 to April 24, 2026.

Place of Performance
The contract will be performed in the Mediterranean Sea, with delivery and redelivery ports in the Charterer's option, specifically at St. Theodore, Greece for delivery and Piraeus, Greece for redelivery.
