Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6046 for a 60-day tanker time charter. The purpose of this contract is to secure vessel(s) capable of meeting specific transportation requirements as outlined in the solicitation.

The MSC's mission includes providing strategic sealift support to the U.S. Navy and other government agencies.

Work Details
The contractor is required to provide one clean, approved U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must be capable of carrying a minimum of 240,000 barrels of clean product (JP5 and JA1) with specific cargo tank configurations and safety certifications. Key requirements include:
- Vessel must be part of the Ship Inspection Report (SIRE) System.
- Provide a Q-88 form dated no earlier than 60 days prior to submission.
- Must have at least one SIRE inspection within six months prior to laydays.
- Maximum Length Overall (LOA) of 200 meters and Deadweight Tonnage (DWT) not exceeding 50,000 MT.
- Maintain a minimum Speed of Advance (SOA) of 13 knots while laden.
- Submit a stowage plan demonstrating the ability to load specified volumes without exceeding draft limits.
- Provide copies of various safety certificates including Safety Management Certificate and International Ship Security Certificate.
- Confirm vessel readiness for internal tank inspection upon arrival at the load port, ensuring tanks are clean and gas-free.
- Compliance with all MSC reporting requirements including position/status reports every six hours and monthly voyage abstracts.

The period of performance for this contract is approximately 60 days, commencing on or about March 14, 2026, with laydays canceling on March 15, 2026.

Place of Performance
The contract will be performed in the Western Pacific / Sea of Japan region, with specific ports in the Charterer's option.
