Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220526R6032 for a 60-day tanker time charter.

The purpose of this acquisition is to secure vessel(s) capable of meeting specific transportation requirements as outlined in the solicitation. This contract will be conducted under Simplified Procedures for Certain Commercial Products and Commercial Services, ensuring a firm-fixed-price contract will be awarded based on the proposals received.

Work Details
The contractor is required to provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), capable of carrying a minimum of 235,000 barrels of clean product.

Key requirements include:
- Vessel must be part of the Ship Inspection Report (SIRE) System and provide a Q-88 dated no earlier than 60 days prior to submission.
- The vessel must not exceed a maximum Length Overall (LOA) of 204.80 meters and a Deadweight Tonnage (DWT) of 40,000 MT.
- Must maintain a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
- Provide stowage plan demonstrating ability to load specified cargo without exceeding draft limits.
- Confirm vessel's readiness for internal tank inspection upon arrival at load port.
- Submit monthly reports on vessel status and comply with all MSC reporting requirements.

Period of Performance
The period of performance for this contract is approximately 60 days, commencing on February 5, 2026, and cancelling on February 6, 2026.

Place of Performance
The contract will be performed in the Mediterranean Sea, with specific range and port options at the discretion of the Charterer.
