Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing a Request for Proposals (RFP) N3220526R6020 for a 60-day tanker time charter. The purpose of this acquisition is to secure vessel(s) capable of meeting specific transportation requirements for military operations.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT), capable of carrying a minimum of 240,000 barrels of clean product (JP5 and JA1). The vessel must meet the following specifications:

- Be a party to the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to submission.
- Have an age compliant with TANKTIME 2024 guidelines.
- Provide documentation of satisfactory SIRE inspections within six months prior to laydays.
- Have SBTs and IGS.
- Not exceed a maximum Length Overall (LOA) of 200 meters or a Deadweight Tonnage (DWT) of 50,000 MT.
- Maintain a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
- Submit a vessel stowage plan demonstrating the ability to load the required cargo without exceeding a laden draft of 10.0 meters.
- Provide current Safety Management Certificate and International Ship Security Certificate.
- For U.S. flagged vessels, include USCG Certificate of Inspection; for foreign flagged vessels, provide USCG Certificate of Compliance or equivalent.
- Confirm cargo tank compatibility with intended cargo based on specified standards and provide Certificates of Quality for the last three cargoes loaded.

Place of Performance
The contract will be performed in the Western Pacific / Sea of Japan region, with specific range and port options at the discretion of the charterer.
