Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a 60-day tanker time charter. The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for the U.S. government, particularly in the Western Pacific and Sea of Japan regions. This acquisition is conducted under Simplified Procedures for Certain Commercial Products and Commercial Services.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must carry a minimum of 240,000 barrels of clean product (JP5, JA1, F76) and meet the following specifications:

1. Must be part of the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to offer submission.
2. Vessel age and condition must comply with TANKTIME 2024 specifications.
3. Must have at least one satisfactory SIRE inspection within six months prior to laydays.
4. Maximum Length Overall (LOA) of 189.0 meters and Deadweight Tonnage (DWT) not exceeding 50,000 MT.
5. Capable of maintaining a minimum Speed of Advance (SOA) of 13 knots while laden.
6. Provide a stowage plan demonstrating the ability to load specified cargo without exceeding a draft of 11.0 meters.
7. Submit current safety management and security certificates as well as USCG inspection certificates where applicable.
8. Confirm vessel's readiness for internal tank inspections upon arrival at load port, ensuring tanks are gas-free and safe for entry.
9. Provide detailed cargo compatibility assessments based on previous cargoes and compliance with MIL-STD-3004-1 standards.

Period of Performance
Approximately 60 days, commencing on or about September 12, 2025.

Place of Performance
Western Pacific / Sea of Japan; specific ports include Onsan, Korea for loading and Yokohama, Japan for redelivery.
