Background
The Military Sealift Command Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this solicitation for a 60-Day Tanker Time Charter. The purpose of this acquisition is to secure vessel(s) capable of meeting specific transportation requirements as outlined in the solicitation.

Work Details
The contractor will provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) capable of carrying a minimum of 240,000 barrels of clean product (JP5, JA1, and F76). The vessel must meet several specifications including:
- Be a party to the Ship Inspection Report (SIRE) System.
- Provide a Q-88 dated no earlier than 60 days prior to offer submission.
- Have at least one SIRE inspection not more than six months prior to the commencement of laydays.
- Maintain a maximum Length Overall (LOA) of 189.0 meters and a maximum Deadweight Tonnage (DWT) of 50,000 MT.
- Capable of maintaining a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
- Provide a vessel stowage plan demonstrating the ability to load the specified cargo without exceeding a laden draft of 11.0 meters.
- Ensure all cargo tanks are compatible with the intended cargo and certified gas-free by a Certified Marine Chemist prior to loading.
- Submit position/status reports every six hours and provide monthly voyage abstracts.

Place of Performance
Western Pacific / Sea of Japan, with specific range and port options determined by the charterer.
