Background
The solicitation N3220524R4115 is released by the Military Sealift Command Norfolk, Strategic Sealift Program Support Office under 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The acquisition is being conducted under Part 13 procedures, and the contract will be a firm-fixed-price contract.

Work Details
The solicitation requests proposals for a clean, approved, U.S. or foreign-flag, double-hull shallow-draft tanker with Segregated Ballast Tanks (SBTs), capable of carrying a minimum of 40,000 bbls of clean petroleum product within vessel’s natural segregation in designated cargo tanks with double-valve isolation. The vessel must meet various requirements such as security clearances, health and safety regulations, SIRE system participation, vessel age limitations, speed capabilities, and various certifications. Additionally, the vessel must comply with specific requirements related to cargo tanks, heating coils, coatings, and cargo quality certificates. The vessel must also have specific equipment and capabilities for cargo operations and reporting.
