SUBJECT: Request for Information (RFI) for a 6 Combat Training Squadron (CTS) Student Housing
1. This is a RFI notice only. This RFI is issued for the purpose of market research in accordance with FAR Part 10.

2. The 99th Contracting Squadron is seeking market information from qualified, experienced and interested vendors who can supply the items and perform services outlined below and in the attached draft Performance Work Statement (PWS) for 6 CTS student housing.

3. Request interested firms respond to the following:

a. Identify your firm's information (name, address, phone number, CAGE code).
b. Identify if your company is a large or small business. If applicable, identify what small business program(s) (i.e. SBA Certified 8(a), Service Disabled Veteran Owned, HubZone, etc.) your company is certified as.
c. Identify the appropriate amount of calendar days required to respond to a RFP.
d. What is the timeframe needed from time of award to transition and begin new service.
e. Any other comments, feedback or response on how to improve this requirement is highly encouraged.
f. The Government wants to ensure transparency of this process and ensure interested firms are provided the same information. If your firm has a question regarding this RFI, can the Government post your firm's questions, along with the Government's response, on SAM.gov, GSA, etc. (your firm's name will not be disclosed to the public)?

4. Only electronic responses will be accepted. Please send responses via email to the primary point of contact, TSgt Yeury Castillo Pena, at yeury.castillo_pena.1@us.af.mil, no later than Thursday, 23 April, 2026, 2:00 pm Pacific Time. Earlier submission is highly encouraged.

5. This RFI notice is issued for planning purposes only. Responses to this notice will assist the Government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any bid/proposal preparation costs.

Background
The 99th Contracting Squadron is seeking market information from qualified vendors to provide student housing for the 6th Combat Training Squadron (CTS) at Nellis Air Force Base (AFB), Nevada.

The goal of this contract is to supply adequate lodging for students attending the Tactical Air Control Party (TACP) Formal Training Unit (FTU), as current on-base dormitories are insufficient to meet the demand.

Work Details
The contractor will provide 2- or 3-bedroom accommodations for up to 130 TACP students, with initial lodging for 80 students required by September 20, 2026.

All accommodations must be non-smoking and located within 20 miles or a 30-minute travel time from Nellis AFB. The contractor is responsible for maintaining security, health, and safety standards, including secure locks, adequate lighting, and emergency preparedness.

Services must be available 24/7, with a focus on maintaining a stable workforce. The contractor will also manage maintenance and repairs with specific response times for emergencies and non-emergencies. Quality control measures must be implemented to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).

Additional requirements include providing furnishings, utilities, and amenities such as internet access and laundry facilities.

Period of Performance
The contract period will begin no later than September 20, 2026, with a base year followed by four option years of 12 months each.
