10/21/08 - The Pre-Solicitation synopsis is hereby posted as follows: The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic -Charleston intends to issue a Request for Proposal (RFP) for the procurementof a wide range of Commercial-Off-The-Shelf (COTS) Command and Control(C2) support equipment under RFP N65236-08-R-0077. The primary end usersof the equipment are the U.S. Military, Homeland Defense, and otherGovernment personnel. There will be minimum commercial services as definedin the attached draft Performance Work Statement (PWS). The subject procurement will be solicited as a competitive, unrestricted,Commercial Item Multiple Award contracts in accordance with FAR Part 12. Theanticipated contract type is indefinite delivery, indefinite quantity (IDIQ),firm-fixed-price (FFP) commercial item contracts with a one-year base orderingperiod and four additional one-year option years. Actual funded requirementswould be competed on a best value or low price technically acceptable basisamong contract holders via delivery orders using technical specifications orbrand name or equal descriptions. THIS IS NOT A FOLLOW-ON, but a new requirement, and there are NOincumbent(s). The applicable NAICS code is 334220 with a size standard of750 employees. FSC Code 59 may also apply. It is anticipated that the solicitation and any documents related to thisprocurement will be available via the SPAWAR Business Opportunity website,located at: https://e-commerce.sscno.nmci.navy.mil, on or about 23 Dec2008. It is the responsibility of interested parties to independently monitorthis site for the release of the solicitation and amendments (if any).Potentialofferors will be responsible for downloading their own copy of the solicitationand applicable documents.
