Background
The National Weather Service (NWS) is seeking to procure spare Signal Processor Interface Panels (SPIPs) to support the operational readiness of the NEXRAD Weather Surveillance Radar-1988 Doppler (WSR-88D) system.

The Logistics Management Branch (LMB) manages the logistics program for NWS, which includes developing policies, managing inventory, and initiating procurement for essential equipment. The SPIP is identified as a critical asset necessary for effective field support and maintenance of the radar systems. This procurement aims to establish a Five-Year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to ensure a steady supply of these specialized parts.

Work Details
The contract involves the manufacture and delivery of spare Signal Processor Interface Panels (SPIPs) according to specific design documentation. The requirements include:
1. **First Article Testing (FAT)**: Two SPIP units must be delivered no later than 90 days after contract award.
2. **Production**: A total of 48 SPIPs are due within 180 days after First Article Acceptance for Ordering Period 1 only.
3. **Ordering Periods**: Additional quantities for Ordering Periods 2 through 5 will be specified in the Pricing Schedule and are estimates only.
4. **Specifications**: The SPIPs must conform to the design documentation provided by VAISALA, Inc., which holds all data rights related to this design.
5. **Warranty**: A parts-only warranty for one year from installation/startup or eighteen months from ship date is required, with longer warranties viewed favorably.

Period of Performance
The period of performance for this contract is from September 6, 2024, to September 5, 2029, with specific ordering periods outlined as follows:
- Ordering Period 1: September 6, 2024 - September 5, 2025
- Ordering Period 2: September 6, 2025 - September 5, 2026
- Ordering Period 3: September 6, 2026 - September 5, 2027
- Ordering Period 4: September 6, 2027 - September 5, 2028
- Ordering Period 5: September 6, 2028 - September 5, 2029

Place of Performance
The products will be delivered to the National Logistics Support Center located in Grandview, Missouri.
