Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) Terminal   3

The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office Tactical Aircraft Programs (PEO-T) and the Multifunctional Information Distribution System (MIDS) Program Office (MPO) intends to issue a Request for Proposal (RFP) which would result in sole source Indefinite Delivery Indefinite Quantity (IDIQ) contracts to Data Link Solutions, LLC (DLS) and ViaSat Incorporated (ViaSat) for production and sustainment efforts, and Systems Engineering and Integration (SE&I) for the MIDS Joint Tactical Radio System (JTRS) terminal. It is anticipated that the IDIQ contracts will have a five (5) year ordering period. Delivery Orders for these efforts will be competed and awarded against these two contracts. The North American Industry Classification System (NAICS) Code for this requirement is 334290. This work is currently being contracted for under the existing ViaSat and DLS IDIQ contracts N00039-10-R-0032 and N00039-10-R-0031, respectively. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1(a), Only One or a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is NOT a request for competitive proposals.
