(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This competitive Request for Proposal (RFP) number D17PS00103 is issued in accordance with FAR Part 12 ( Acquisition of Commercial Items ) and FAR Part 15 ( Contracting by Negotiation ). (iii) Solicitation documents and incorporated provisions and clauses are those in effect through FAC 2005-92, dated 11/18/2016, per FAR 12.603(c)(2)(iii). The solicitation will result in the award of one or more Indefinitely Delivery Indefinite Quantity (IDIQ) type contract with provisions for Firm Fixed Price (FFP) and Time and Materials (T&M) task orders. (iv) There are three (3) Functional Categories 1) Products, 2) Services, and 3) Design-Build. Functional Categories one (1) and three (3) will be competed full and open. Category two (2) will have two tracks, one small business and one unrestricted. The following North American Industry Classification Codes (NAICS Codes) are applicable to this procurement: 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a size standard of 1,250 employees; 541990 All Other Professional, Scientific, and Technical Services with a size standard of $15M; 541690 Other Scientific and Technical Consulting Services with a size standard of $15M. (v) Contract Line Item Numbers (CLINS) are located at Attachment 1, CLINS V6.3. (vi) This contract is for Field Communication Products and Services. (vii) Place of performance will be defined at the order level but may take place in any of the 50 states and the territories. Delivery schedules will be identified in the individual orders. (viii) The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Addendum to 52.212-1 can be found at Attachment 3, Instructions to Offerors. (ix) The provision at 52.212-2 Evaluation Commercial Items, does not apply to this acquisition. Evaluation procedures and criteria can be found at Attachment 4, Evaluation Criteria. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. Additional contract terms and conditions can be found in Sections 2 12 of this document. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. (xiii) The contractor shall furnish all personnel, facilities, equipment, materials, supplies, and/or services in performing the work described in Attachment 2 Statement of Work and any subsequent orders issued under this contract, unless otherwise stated herein. (xiv) Defense Priorities and Allocations System (DPAS) is not applicable. (xv) Offers are due in accordance with the schedule identified in Section 4 of this document.
