Background
The VA NJ Health Care System is issuing this contract to address the aging and failing stormwater and sewer system at the Lyons campus. The goal of the contract is to repair and/or replace the existing infrastructure, ensuring compliance with current standards and improving system efficiency. Acela Architects and Engineers have designed the solution to be executed as part of this contract.

Work Details
The scope of work involves the removal and replacement of the existing stormwater and sanitary sewer system at the VA NJ Health Care System, Lyons campus. This includes:
- Demolition of outdated infrastructure.
- Installation of new precast storm and sanitary manholes.
- Relining of sewer pipes.
- Providing all necessary labor, material, equipment, and supervision for the repair of the underground stormwater and sanitary sewage system.

Specific tasks include:
- Replace all existing storm manholes and pipes rated 4 or 5 with new ones that meet VA standards; some may only require jet cleaning and relining.
- Replace all existing sanitary manholes and pipes rated 4 or 5 similarly; again, some may only need jet cleaning and relining.
- Installation of a new Storm System and Cultec System as per construction drawings.
- Site restoration including restoring disturbed features such as grass, brushes, concrete sidewalks, pavement, etc., to original conditions or better.

Period of Performance
The contract period of performance for Base Bid construction shall be 244 calendar days from Notice to Proceed (NTP).
