This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-25-R-0026. The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% small business set aside. NAICS Code 324121 Asphalt Paving Mixture and Block Manufacturing is applicable and business size is 500 employees. The solicitation will start on the date this solicitation is posted and will end on 14 February 2025 12:00 PM Pacific Standard Time.

Requirements

Hot Mix Asphalt, Emulsion, and rental of 3-5ton Double Smooth Drum Vibratory Asphalt Roller which will be used for asphalt road construction training for a classes through the training year.

Refer to statement of work for full detail.

Period of Performance:

FY25 Base Year: 05 March 2025 04 March 2026

FY26 Option Year 1: 05 March 2026 04 March 2027

FY27 Option Year 2: 05 March 2027 04 March 2028

FY28 Option Year 3: 05 March 2028 04 March 2029

FY29 Option Year 4: 05 March 2029 04 March 2030

Delivery: FOB Destination.

Inspection and acceptance: At Destination by the Government.

Contract Type: Order/ Contract resulting from this solicitation will be Firm Fixed Price (FFP). Model bids in line with table within Combined Synopsis Solicitation Attachment.

Background
The Naval Construction Training Center (NCTC) at Naval Base Ventura County (NBVC) Port Hueneme, CA, is responsible for developing and training military personnel in construction trades and military skills.

This contract aims to provide a reliable source of Hot Mix Asphalt (HMA) and emulsion for the NCTC's 'Pavements' course, which trains Equipment Operators in asphalt operations under field conditions.

The asphalt delivered under this contract is strictly for training purposes and not for permanent construction.

Work Details
The contractor will provide the following items:
1. **Hot Mix Asphalt (HMA)**:
- Quantity: 600 to 1200 tons per period of performance, with 200 tons per delivery.
- Specifications: HMA must be a ½” mixture suitable for moderate traffic loads, such as access roads and parking lots; generic C2 mix design is acceptable.
- Oil component must be AR4000/PG6410 or equivalent.
- Must be delivered at a minimum temperature of 290 degrees Fahrenheit.
- Planned Performance Dates: First week of MAR, APR, JUL, SEP, NOV 2025-2029.

2. **Emulsion**:
- Quantity: 600 to 1200 gallons per period of performance, with 200 gallons per delivery.
- Specifications: Must meet SS-1h or SC-70 specifications; applied as prime, tack, or seal coats at least 24 hours before placing asphalt.
- Planned Performance Dates: Same as above.

3. **Rental of a 3-5 ton Double Smooth Drum Vibratory Asphalt Roller**:
- Rental duration not exceeding two days.
- Delivery must occur by 0800 on the delivery date of the HMA; pickup can occur after 1600 on the same or following day.

Period of Performance
Base Year: March 5, 2025 – March 4, 2026; Option Years extend through March 4, 2030.
