Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a 55-day tanker time charter. The goal of the contract is to secure vessel(s) capable of meeting specific transportation requirements for military operations. This procurement emphasizes the need for compliance with various regulations and standards.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must carry a minimum of 235,000 barrels of clean product (JP5) within designated cargo tanks. Key requirements include:

- Acknowledgment of classified requirements in the solicitation.
- Compliance with health and safety regulations regarding crew during port visits.
- Participation in the Ship Inspection Report (SIRE) System, with a recent Q-88 submission.
- Vessel age and inspection details as per TANKTIME 2023 guidelines.
