INTRODUCTION:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction project to support the boiler plant updates at the James J. Peters VA Medical Center (VAMC) located at 130 West Kingsbridge Road, Bronx, NY 10468.

PROJECT DESCRIPTION:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) requires a general contractor to provide construction services for the 526-22-900 Replace Boiler Plant project at the Bronx VAMC. This project has been determined to be a bona fide need by VISN 2, the Bronx VAMC, and VHA OCAMES.

This project is to provide professional construction services for the replacement of the boilers and associated equipment within Building 101 located at the James J. Peters VA Medical Center in Bronx, NY. The project will involve replacing the majority of the equipment and piping systems associated with the water tube steam boiler generation system. The heating requirements of the James J. Peters Medical Center are met from the central hearing plant which houses three 40,000 lb/hr boilers that generate high pressure steam (130 psig) which is distributed throughout the Medical Center. Pressure reducing stations reduce the steam pressure to both medium and low pressure as required for the equipment being served. Condensate is gravity returned to condensate receivers located in the service tunnel and pumped back to the main condensate tank located in the central plant. The boilers were installed in 1977 and have been continually repaired / upgraded over the years. New replacements are required to enhance the reliability of the system to provide support to the Medical Center. All work shall be completed as specified on the plans, specifications, and contract documents.

ADMINISTRATIVE:

The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in early/mid July 2025. The period of performance is approximately 750 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
