Background
The Department of Veterans Affairs is issuing this solicitation for the Replace Boiler Plant Construction project at the James J. Peters VA Medical Center located in Bronx, New York. The mission of the VA is to provide high-quality healthcare to veterans, and this project aims to enhance the reliability of the heating system by replacing outdated boiler equipment.

The existing boilers, installed in 1977, require replacement to ensure continued support for the medical center's operations.

Work Details
The scope of work includes general construction, demolition, and alterations to the existing boiler plant. Key tasks involve:
- replacing three 40,000 lb/hr boilers;
- installing new deaerators, condensate tanks, pumps, electrical equipment including a new generator;
- upgrading fuel systems;
- constructing mezzanines and access fit-out;
- plumbing work; and necessary finishings and furnishings.

The contractor must also perform subsurface mark-outs using Ground Penetrating Radar (GPR) to identify existing underground utilities. Compliance with all applicable regulations regarding aboveground storage tank systems and air permits is required. Temporary boiler plant operators must be hired to maintain operations during construction.

Period of Performance
The contract will be performed over a period of 750 calendar days following the issuance of the Notice to Proceed.

Place of Performance
The construction projects will be performed at the James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468.
