Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this solicitation for a 52-day Dry Cargo Time Charter. The purpose of this procurement is to secure vessel(s) capable of meeting specific transportation requirements for containerized ammunition.

Work Details
The contractor is required to provide one U.S. or foreign flag, self-sustaining vessel that can carry a minimum of 700 TEUs of containerized ammunition while adhering to all applicable regulatory HAZMAT compatibility and segregation requirements. The vessel must meet the following specifications:
- Total Net Explosive Weight (NEW) of cargo: three million pounds.
- Anticipated average TEU weight: 28,000 pounds; maximum TEU weight: 40,000 pounds.
- Maximum length overall (LOA): not to exceed 825 feet / 251.4 meters.
- Laden draft: not to exceed 33.8 feet / 10.3 meters.
- Minimum laden speed: shall be at least 13 knots.
- Delivery and redelivery are both at Military Ocean Terminal Sunny Point, NC, USA.
- A minimum of two supercargo is required for each vessel. Additional requirements include providing lashing gear, spreader bar, segregation measures, and compliance certificates for the carriage of dangerous goods.
