Description

The Department of Veterans Affairs (DVA) Network Contracting Office 10 is seeking qualified Architect -Engineering (AE) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications for architectural and engineering (AE) services for the project 506-26-101 Infrastructure, Life Safety and Fire Protection. Firms submitting qualification packages must comply with Federal Acquisition Regulation (FAR) 52.236.25 Requirements for Registration of Designers whereby Architects and Engineers must be registered to practice in the particular professional field involved in a State (the full text of the clause can be read at acquisition.gov). Architects and Engineers performing work on projects must be registered in the State of Michigan (the laws of the State of Michigan regarding registration of architects and engineers applies). Also see geographic location and office location restrictions in paragraph 7.g. of this notice.

Provide complete Architectural and Engineering (A/E) design services, including all necessary, 65% Design Development Documents, 95% Construction Documents, a Final Release for Construction (RFC) set of documents, cost estimates and construction period services (CPS) for solicitation to Infrastructure, Life Safety & Fire Protection Repairs. The work is located at the VA Ann Arbor Healthcare System, 2215 Fuller Rd, Ann Arbor, MI 48105.

Background
The Department of Veterans Affairs (DVA) Network Contracting Office 10 is seeking qualified Architect-Engineering (AE) firms to submit Standard Form 330 (SF330) for architectural and engineering services related to project 506-26-101, which focuses on Infrastructure, Life Safety, and Fire Protection.

The goal of this contract is to enhance the utility support systems within Building 32 at the VA Ann Arbor Healthcare System in Michigan. Firms must comply with registration requirements for architects and engineers in Michigan.

Work Details
The contractor will provide complete Architectural and Engineering (A/E) design services, including:
- Development of 65% Design Development Documents and 95% Construction Documents.
- Creation of a Final Release for Construction (RFC) set of documents.
- Preparation of cost estimates and construction period services (CPS).
- Replacement and upgrade of three existing central chillers with three new 1,200 ton centrifugal variable speed chillers.
- Upgrade of associated systems including cooling towers, condenser water pumps, and primary chilled water loop pumps.
- Implementation of a comprehensive Chiller Plant Control Optimization System.
- Upgrading the central chiller plant for winter operation to support areas requiring cooling year-round.
- Replacement of roof lighting, lightning protection, and additional equipment as necessary.
- Replacement of non-functional PIV for Building 32 and the failed fire suppression system in the west parking deck as a deduct alternate.
- Replacement of the roof of Building 32.
- Structural analysis to ensure existing structures can support new equipment and design lintels for new louvers in the chiller space.
- Installation of vent louvers for increased ventilation, replacement of refrigerant detection systems, rollup doors, and building domestic water heater.

Additionally, the A/E must engage a third-party commissioning agent to prepare a commissioning plan that includes all necessary equipment for project activation.
