Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6116 for the procurement of vessel(s) capable of meeting specific transportation requirements. This procurement is being conducted under Contracting by Negotiation. The goal is to secure vessels that can effectively transport military cargo, ensuring operational readiness and support for military missions.

Work Details
The contractor will provide U.S. or foreign flag, self-sustaining Roll-on/Roll-off vessels capable of carrying a minimum of 130,000 square feet of military cargo, including wheeled vehicles, tracked vehicles, and breakbulk. The vessels must have a minimum laden speed of 15 knots. Key tasks include:
1. Delivery and redelivery at Tacoma, WA, USA.
2. Charter period of approximately 50 days with laydays commencing on 29 August 2026.
3. Submission of a complete mission itinerary including ports and dates.
4. Provision of a stow plan that includes vessel trim and stability calculations.
5. Compliance with requirements for supercargo (minimum of two per vessel) and lashing gear.
6. Submission of warranties confirming acknowledgment and compliance with all solicitation requirements.

Period of Performance
The contract will be performed over a period of approximately 50 days, beginning from the charter start date.

Bidder Requirements
Bidders must submit a valid proposal that includes at least a ship name, price, and signature to be considered for evaluation and award. Offerors are encouraged to submit multiple offers but each offer must consist of only one vessel. Additionally, bidders must provide evidence of compliance with all solicitation requirements including submission of necessary documentation such as the Certificate of Inspection (COI) and stow plan.
