This procurement is set aside for 100% 8(a) Competitive Small Businesses only. The resulting contract shall be a single Firm Fixed Price (FFP) contract.

The U.S. Army Corps of Engineers (USACE) New Orleans District (MVN), contemplates the award of one (1) Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) for a Drilling and Pumping contract that will have a five (5)-year base period with no options and a $22.5M capacity or whichever is exhausted first. The primary objective for equipment and services provided under this contract shall be to support and/or transport geotechnical drilling and sampling equipment and personnel into and around hard-to-access areas in the New Orleans District (MVN) as requested and required to assist with design and construction of civil works projects. Equipment and personnel being transported will either be that of the U.S. Government or its agents. Performance outcomes include geotechnical drilling and sampling of soils and materials in a variety of environments as found in south Louisiana. A secondary outcome shall be for equipment and services to provide temporary pumps and necessary support personnel and equipment to support the short-term, emergency response to flood threats that can occur in south Louisiana. Most of the temporary pump capacity in this contract will be for major contingency efforts for extreme events that occur within the district. The outcomes are performance based. The task orders performance success is determined by the delivery of the required equipment or service per the schedule identified in the performance work statement. This was measured by COR reporting and CPARS.

The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or email requests for the solicitation package will not be honored. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any amendments.

Background

The estimated magnitude of construction for this work is between $10,000,000 and $25,000,000.

Work Details
The primary objective for equipment and services provided under this contract shall be to support and/or transport geotechnical drilling and sampling equipment and personnel into and around hard-to-access areas in the New Orleans District.
A secondary objective shall be for equipment and services to provide temporary pumps and necessary support personnel and equipment to support the short-term, emergency response to flood threats that can occur in south Louisiana.
The Contractor shall be responsible for all Federal, state, and local requirements applicable to the operation and transportation of equipment and services provided under this contract.
