5.56mm Close Combat Mission Capability Kit (CCMCK) Marking Cartridges   3

The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Program Manager Maneuver Ammunition Systems (PMMAS), located at Picatinny Arsenal, NJ 07806-5000, is issuing a Request for Proposal (RFP) for the Cartridge, 5.56mm, M1042/M1071 Marking Ammunition. The marking cartridges are compatible with the Close Combat Mission Capability Kit (CCMCK). The CCMCK is a user installed weapons modification system that allows the Soldier to employ an individual weapon (M16/M4/M249) at short range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The system will provide normal environmental/weapon employment cues (aiming, firing, ejection, immediate action, load, and re-load, etc.) and immediate target feedback through force-on-force, interactive live fire scenario task, and mission execution.

This procurement is for a single award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) with five (5) 1 (one) year ordering periods, Sole Source, full-scale production contract to Ultimate Training Munitions, United Kingdom. The overall production contract shall include a minimum guarantee of $3,000,000.00 over the five (5) year contract term.

Question: Should the CDRL Forms (DD Form 1423-1) have boxes 17 & 18 on them for completion?

USG Response: As stated in Paragraph L.2, The CDRLs shall be Not Separately Priced (NSP), and the offeror shall be required to fill in blocks 17 and 18 as NSP on the DD1423 forms. The DD 1423 forms shall be included in the proposal submission. We understand that all CDRLS are NSP in section B. There is also no price to add on the CDRL form itself. Our intent was to leave the CDRL form as is. Please indicate NSP on the side of the CDRL where the box would normally be (box 17&18).
