Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ), solicitation number W50S8N-23-Q-0007, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2023-04 effective 02 June 2023). The North American Industry Classification System (NAICS) number is 335910 and the small business size standard is 1,250. The proposed acquisition is 100% set-aside for small businesses.

Requirement: 48V DC Rectifier System Replacement

DESCRIPTION OF WORK:

All work shall be conducted In Accordance With (IAW) the attached Statement of Work.

Period of Performance is 90 days

Award will be based on lowest price.

A site visit will be held at the Easter Air Defense Sector 366 Otis Street Rome, NY 13441 at 10:30 AM eastern on 12 July 2023. Please email richard.accardi.1@us.af.mil NLT 1200 noon on 11 July 2023 to attend.

Wage Determination 2015-4165 Rev 22 dated 17 May 2023.

Background

The proposed acquisition is 100% set-aside for small businesses.

Work Details
The contractor shall provide all equipment, tools, labor, materials and other items necessary to complete the work as described in the Statement of Work (SOW). The work involves upgrading the 48V DC Rectifier System at the Eastern Air Defense Sector (EADS) located at 366 Otis Street, Rome, New York 13441. The tasks include removing and replacing the existing EATON -48VDC, DVN-N18-5038 3P-PE 120/208V (L-L) 204 A / PHASE 45-66HZ Rectifier system and two each DV2-EBC4-130 battery cabinets and replacing them with EATON DV2-3G 40 KW 48 Vdc Power Supply (CABINET 1), two DV2-3G Battery Cabinet (Cabinets 2 and 3) and 4-STINGS 48 Vdc batteries 4200 Ahr each cabinet; or approved by customer equal. It also includes providing materials and goods such as conductors, cables, breakers, and supervision to remove existing equipment.
Additionally, the contractor shall provide training to the CE shop on the entire system, conduct various tests on the system, submit all materials for approval by Engineer in charge, comply with OSHA, NEC, NFPA, ASTM D975 and ASTM D4176 Standards, protect government property while work is in progress, coordinate with EADS for working hours outside regular schedule if needed, provide utilities at no cost to the Contractor, dispose of materials off base and provide valid documentation of disposal, comply with security requirements including background checks for personnel working onsite.

Period of Performance
The period of performance for this contract is 90 days from Notice to Proceed (NTP).
