Reverse Osmosis (RO) Systems and Associated Maintenance Services

COMBINED SYNOPSIS/SOLICITATION This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number VA119-14-R-0039 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-73 dated 29 April 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 333318. This procurement action is unrestricted. A list of the contract line item numbers and items, quantities and units of measure can be found in Exhibit C, Price Schedule. The Department of Veterans Affairs (VA) intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a base period of one year with four one year renewable option years. The purpose of this contract is to standardize Reverse Osmosis (RO) Systems across the VA and secure volume based pricing. Delivery is FOB destination. The delivery date and time will be coordinated with the requesting VA Dialysis Center at receipt of order. A detailed description of this requirement is provided Exhibit A, Contract Terms and Conditions. Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; Addendum is provided in Exhibit B, Instructions to Offerors. Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Award will be made on the basis of the best overall proposal that is determined to be the most beneficial to the Government (i.e., best value). The following factors will be used to evaluate offers: Technical, Past Performance and Price. The Government intends to issue a single IDIQ to one (1) contractor that will serve as the single source of supply to provide RO Systems and Associated Maintenance Services to the entire VA network.
