*RFP 454235 - is hereby updated to reflect a new proposal due date of 3:00 PM ET, December 1, 2025 and to include an amended version of Enclosure 3. The amended version of Enclosure 3 removes the "Amount" column. This extension is granted as BSA is still working through the questions received. Once all questions have been answered, this solicitation will be updated again to include a consolidated Q&A document. We hope to have the Q&A out by mid/late next week. Please continue to follow this requirement for future amendments.

Brookhaven Science Associates, LLC (BSA), under a Prime Contract for the operation of Brookhaven National Laboratory (BNL) with the U.S. Department of Energy (DOE), herewith is soliciting proposals for Temporary Support/Contract Labor Services.
This solicitation is set-aside for competition among Women Owned Small Business (WOSB) concerns under the North American Industry Classification System (NAICS) code 561320 Temporary Help Services; with a business size standard of $34M.

BSA invites you to participate in accordance with the Request for Proposal (RFP) letter and all supporting enclosures and attachments. This requirement has been posted to SAM.gov website under RFP 454235. Any questions concerning this RFP must be addressed via email to the attention of Lisa Gonzales at lgonzales@bnl.gov.

Background
Brookhaven Science Associates, LLC (BSA) is soliciting proposals for Temporary Support/Contract Labor Services under a Prime Contract for the operation of Brookhaven National Laboratory (BNL) with the U.S. Department of Energy (DOE). This solicitation is specifically set aside for competition among Women Owned Small Business (WOSB) concerns. BSA aims to supplement staffing levels during periods of increased funding and activity, and multiple awards are anticipated.

Work Details
The Offeror shall furnish all labor and services as outlined in the attached Enclosure 1 – BSA Draft Basic Ordering Agreement (BOA) and all associated exhibits. The Contractor will provide temporary support personnel on an as-needed basis in various categories including:

(a) administrative,
(b) engineering,
(c) scientific support,
(d) technical support,
(e) information technology, and
(f) scientists.

All work must comply with the Statement of Work entitled 'Temporary Support/Contract Labor Services' Revision 3, dated October 21, 2025, along with all referenced enclosures and the Brookhaven National Laboratory Supplier Quality Assurance Requirements.

Period of Performance
The Basic Ordering Agreement shall be effective upon execution by both BSA and the Contractor and will remain in effect for 12 months after award. BSA reserves the right to extend this agreement for up to four additional option years, potentially extending the total duration to 60 months after award if all options are exercised.

Place of Performance
The contract will be performed at Brookhaven National Laboratory located in Upton, NY.
