36C10G-20-R-0010 Page 1 of Page 1 of 1 This is a combined synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 36C10G-20-R-0010 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the FAR, effective June 7, 2020. The Government anticipates awarding a Firm-Fixed Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) from the RFP to the responsible Offeror whose offer, conforming to the RFP, is most advantageous (i.e., best value) to the Government. The RFP will be solicited under a 100% Small-Business (SB) Set-Aside, using FAR 12 procedures, and evaluated under a Best Value with Tradeoffs basis, using FAR 15 procedures. BASIS FOR AWARD: The award of an IDIQ will be made based on the best overall (i.e., best value) proposal, conforming to the Combined Synopsis/Solicitation, that is determined to be the most beneficial to the Government, with appropriate consideration given to the four following evaluation Factors: Technical, Past Performance, Veterans Involvement and Price.
