Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6037 for a 45-day Dry Cargo Time Charter with three 45-day options.

This procurement is being conducted under Contracting. The goal of the contract is to secure vessel(s) capable of meeting specific transportation requirements as outlined in the solicitation.

Work Details
The contractor will provide one U.S. or foreign flag, self-sustaining vessel capable of carrying a minimum of 350 TEUs while satisfying all applicable regulatory HAZMAT compatibility and segregation requirements.

The vessel must meet the following specifications:
- Intended Hazardous Material: Hazard Class 1 material (Divisions 1.1D through 1.4S) and Hazard Class 4 material (Division 4.2G).
- Container average weight: 31,000 lbs; maximum container weight: 41,000 lbs.
- Maximum Length Overall (LOA): not to exceed 825 ft / 251.4m; laden draft: not to exceed 33.8 ft / 10.3m; minimum laden speed: shall be at least 13 knots.
- The place of delivery and redelivery is Military Ocean Terminal Sunny Point, NC (USA).
- Special requirements include providing a minimum of two supercargo, ensuring segregation of munitions containers aboard the vessel, and submitting a detailed stow plan that includes vessel trim and stability calculations.
