Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6033 for a 43-day dry cargo time charter. The MSC's mission is to provide ocean transportation for the Department of Defense and other government agencies. This procurement is being conducted focusing on acquiring vessels capable of meeting specific transportation requirements for military cargo.

Work Details
The contractor will provide U.S. or foreign flag Roll-On/Roll-Off (RO/RO) vessel(s) capable of carrying a portion of 240,000 square feet of military cargo, including tracked and wheeled vehicles and breakbulk. Key requirements include:
1. Minimum laden speed of 15 knots.
2. Delivery location: Charleston, SC (USA).
3. Redelivery location: Agila Port, Subic Bay, Philippines.
4. Charter period approximately 43 days.
5. Laydays commencing on February 4, 2026, and cancelling on February 8, 2026.
6. Special requirements include:
- A minimum of two supercargo per vessel.
- Provision of lashing gear.
- Submission of the vessel’s Certificate of Inspection (COI) and any outstanding deficiencies with correction dates.
- Detailed stow plan showing vessel trim and stability values based on the provided packing list.
- Fully bunkered vessels at the start of the charter.

The contract will be performed over a period of approximately 43 days starting from the laydays in February 2026.
