AMENDMENT FOR REGULATED MEDICAL Waste Services for Fargo VA Health Care System and all CBOCs included in the Statement of Work

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures).

This announcement constitutes the only solicitation, quotes are being requested.

Solicitation number 36C26325Q0584 00002 is issued as a request for quotes (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02.

This procurement is a FULL and OPEN Competition. Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov) and the Small Business Administration Veteran Certification website (Veteran Small Business Certification (sba.gov)).

Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 562211 with a size standard of $47 Million.

The VA anticipates one firm fixed price contract award to provide services to FARGO VA Health Care System, 2101 Elm Street North FARGO, ND 58102-2417

FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document.

FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document.

The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

Background
The Fargo VA Health Care System is seeking a contractor to provide regulated medical waste services, which include the collection, transportation, treatment, and disposal of infectious, sharp, and trace chemotherapy waste. This contract aims to ensure compliance with federal and state regulations regarding hazardous waste management.

Work Details
The contractor will provide all labor and materials necessary for the following services:
- Collection and disposal of regulated medical waste (RMW) at various locations including the Fargo VA Health Care System main campus and multiple Community Based Outpatient Clinics (CBOCs).

- Estimated quantities of waste include:
- Fargo VA Health Care System: 62,000 pounds (daily collection)
- Bemidji CBOC: 700 pounds (bi-weekly)
- Bismarck CBOC: 1,000 pounds (bi-weekly)
- Devils Lake CBOC: 150 pounds (bi-weekly)
- Additional CBOCs with varying weights collected bi-weekly.

- The contract includes a base year from April 1, 2025 to March 31, 2026, with four option years extending through March 31, 2030.

- All containers used for waste must be reusable, odor-free, leak-proof, fire-retardant, and sanitized prior to drop-off. Containers must be lined with appropriate waste bags and labeled according to regulatory standards.

Period of Performance
Base Year: April 1, 2025 – March 31, 2026; Option Year 1: April 1, 2026 – March 31, 2027; Option Year 2: April 1, 2027 – March 31, 2028; Option Year 3: April 1, 2028 – March 31, 2029; Option Year 4: April 1, 2029 – March 31, 2030.

Fargo VA Health Care System located at 2101 Elm Street North Fargo ND; additional locations include Bemidji CBOC in Minnesota and various other CBOCs across North Dakota.
