The subject solicitation is for 42 NSNs, in various FSCs, and NAICS codes, that is a Small Business Set-Aside for items that support the Abrams vehicles.

The solicitation is being issued all or none basis per NSN, which means you may provide a proposal for one NSN, all NSNs or any number of NSNs in between.

If you would like to be added to the Bidder's List and get an automatic notice of this project being solicited, please respond to carrie.krafftspayde@dla.mil with your company name, Address and CAGE Code, and include that you are interested in receiving a copy of the SBSA 42 NSN Abrams solicitation.

An indefinite quantity contract for three base years, plus one possible option year is anticipated. The total duration, base period plus option years shall not exceed 4 years.

Itesm are either Inspection/Acceptance at Destination or Origin, please see the solicitation once it is issued for each NSN.

Some items require Military Packaging and others require commercial packaging. Please review the packaging attachment to the solicitation.

Items are all for DLA Direct (Stock) requirements.

Items will have quantity breaks, as indicated in the solicitation. Government required delivery will be notated on the solicitation.

Small Business Set-Aside

The solicitation will be made available on the internet at: https://www.dibbs.bsm.dla.mil under Requests for Proposal (RFP) on or around the solicitation date of February 18, 2021, and will be open for 45 days, to allow time for offerors to review the solicitation, its required documents, and to provide a proposal.

The solicitation for the 42 items is being issued under FAR Part 15 Contracting by Negotiation.

Each NSN listed on the proposal will have a contract minimum and maximum dollar value that is set at the NSN level. These dollar values will be used to determine if cost and pricing data would be required by any proposals, and if none of the exceptions to cost and pricing data are found.

While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, past performance, delivery and any other factors listed in the solicitation.
