414 CTS Jump Services

Background
The 414th Combat Training Squadron (CTS) is seeking to establish a contract for jump services, specifically to provide a certified Drop Zone (DZ) and Aircraft in accordance with AFI 13-217, AFI 11-410, and AFI 10-3503. This requirement aims to support military parachuting operations for up to 15 parachutists and is being issued as a Multiple-Award Blanket Purchase Agreement under a Total Small Business set-aside.

Work Details
The Contractor shall provide the following services:
1. A certified Drop Zone (DZ) that meets specific requirements including:
- A size of ¼ mile by ¼ mile, free of vegetation, rocks larger than 1 meter, debris, structures, or terrain hazards.
- The contractor must own or lease the land and maintain any required permits.
- A wind indicator must be provided and maintained in good condition.
- The DZ must be available Monday through Friday and mission-ready within 24 hours of notification.

2. Aircraft capable of military-approved freefall and static line parachute drop operations day or night (e.g., Skyvan, Caravan, Twin-Otter, Casa) that can hold at least 10 jumpers.
- Aircraft must be equipped with power-operated ramps for ramp-capable aircraft and able to exit jumpers at 13,000 feet Mean Sea Level (MSL).
- Aircrew oxygen systems must be provided for flights requiring oxygen per FAA regulations.
- The contractor must ensure that FAA licensed/qualified pilots are available within 24 hours of notification for day and night operations.
