Intent to Sole Source Description FWM

NASA/Glenn Research Center (GRC) has a requirement the use of novel, non-pneumatic, compliant tire technology developed at the NASA Glenn Research Center (GRC) known as the Shape Memory Alloy (SMA) Tire. See attached Statement of Work for specifications.

NASA/GRC intends to issue a sole source contract to acquire the testing and related capabilities as outlined in the attached Statement of Work from Fort Wayne Metal Research Products, LLC of Fort Wayne, Indiana under the authority of FAR 6.302-1, s Only one responsible source and no other supplies or services will satisfy agency requirements.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kevin Carroll at kevin.m.carroll@nasa.gov not later than 5:00 EST on December 15, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

Background
NASA Glenn Research Center (GRC) is pursuing the development of novel, non-pneumatic compliant tire technology known as the Shape Memory Alloy (SMA) Tire for its Rover Programs. This technology offers significant advantages over traditional rigid wheel constructs, particularly in durability and traction performance.

The SMA tire can be compressed for stowage during transit, reducing the volume needed for packaging rovers. The contract aims to develop SMA wire and alternate forms with specific thermomechanical characteristics necessary for next-generation tire technology suitable for missions to the Moon and Mars, ultimately supporting the Artemis missions.

Work Details
The contractor will perform processing trials, testing, fabrication, and delivery of SMA wire and alternate forms suitable for extreme environments, specifically at temperatures down to 40 Kelvin (-233 Celsius).

Key tasks include:
1. Preliminary and Administrative Work: Implementing a program management system, establishing material/process controls, maintaining heat/lot control for material deliveries, and submitting a Quality Assurance Plan within 30 days of contract award.
2. SMA Wire and Alternate Forms Fabrication: Performing processing trials, fabricating, testing, qualifying, and delivering SMA wire/alternate forms per NASA GRC specifications defined in task orders.
3. Testing and Documentation: Sampling/testing wire/alternate forms from production lots to verify compliance with specifications; delivering all test data produced to NASA.
4. Alternate Form Process Development: Manufacturing alternate forms (springs, fabrics) per task order specifications; developing methods for end/edge terminations; performing testing/qualification on these terminations as needed.
5. Additional Process Design and Development: Addressing any additional processing routes or techniques required to meet project objectives.
