40-day Dry Cargo Time Charter   3

Background
The Military Sealift Command Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this Request for Proposals (RFP) N3220525R4090 for a 40-day Dry Cargo Time Charter.

The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements to support military operations at Pituffik Space Base in Greenland. This acquisition aims for a firm-fixed-price contract.

Work Details
The contractor is required to provide one U.S. or foreign-flagged, ice class, self-sustaining, lift-on/lift-off breakbulk vessel with the following specifications:
- Minimum capacity of 200 TEUs and 15 electrical outlets for refrigerated containers.
- Minimum of 125,000 cubic feet of deck breakbulk capacity.
- Minimum capacity of 15 over-height, non-stackable flat racks.
- At least two cranes with a minimum capacity of 45 LT each; one crane must have a minimum capacity of 75 LT.
- Overall length must not exceed 550 feet and laden draft must not exceed 28 feet.
- Minimum speed of advance (SOA) should be 15 knots and range must be at least 10,000 nautical miles without refueling.
- The vessel must meet specific ice class standards and IMO polar code classification “C” regulations.

Additional requirements include holds with minimum tween deck height of 9-feet and tank top deck height of 13-feet, navigation equipment including gyrocompasses, and terms of carriage being free in/free out. The cargo will consist of a mix of breakbulk, containers, machinery, and other military cargo.
