The HUD FHA Office of Single Family Asset Management (OSFAM), National Servicing Center (NSC) requires contractor support to provide Mortgagee Compliance Manager (MCM) services. The Contractor shall be responsible for pre-conveyance and post-conveyance activities associated with claims, acquisition, and disposition of FHA Single Family insured assets (Conveyed Properties, and Claims Without Conveyance Title (CWCOT). Services include:

  • Post Conveyance Activities
  • Transition Services

Background
The HUD FHA Office of Single Family Asset Management (OSFAM), National Servicing Center (NSC) is responsible for managing and selling a significant inventory of single-family homes acquired through the Federal Housing Administration (FHA) Single-Family Mortgage Insurance Program. The agency aims to protect and preserve HUD assets while promoting home ownership and maximizing returns to the FHA insurance funds.

The contract seeks contractor support for Mortgagee Compliance Manager (MCM) services, which include pre-conveyance and post-conveyance activities related to claims, acquisition, and disposition of FHA Single Family insured assets.

Work Details
The Contractor shall perform the following tasks under the MCM services:
1. Pre-Conveyance Activities: Activities associated with a property before it has been conveyed to HUD.
2. Post Conveyance Activities: Activities associated with a property after it has been conveyed to HUD.
3. Transition Services: Support during the transition phases of asset management. Specific tasks include verifying that mortgagees have protected and preserved delinquent FHA insured properties, completing regulatory and HUD servicing activities, documenting information on FHA assets in the Asset Disposition and Management System (ADAMS/P260), reviewing property inspections, assessing claim documentation, resolving conveyance exceptions, and providing guidance to mortgagees regarding their responsibilities.

Period of Performance
The contract period of performance is from June 1, 2025, to May 31, 2026, with options for additional periods extending through November 30, 2030.

Place of Performance
The contract will be performed at the FHA National Servicing Center located at 301 NW 6th Street, Room 200, Oklahoma City, OK 73102.
